Virtua Tennis 3 PC ported to MacOS and Android

Experimental static recompilation of the PC release of Virtua Tennis 3 to native code for Android and Apple Silicon Macs, with a Win32, DirectSound and Direct3D 9 shim and Vulkan as the default renderer. Per the README it is playable on the Retroid Pocket. There are no downloads: build.py translates your own VT3.exe and packages the result. It needs the European PC DVD image and the English v1.0.1 VT3.exe without disc protection. Commits are co-authored by Claude and other assistants.
